[lucid] libpam0g asks useless debconf question during upgrade

Bug Description

During upgrade, libpam0g presents a pointless, confusing question via debconf about which "services" to "restart".

Ideally the question priority should be changed so that it does not appear.

The question is not pointless. I'm sorry if you find it confusing, but it means exactly what it says.

The question is only asked if:
 - you are not using update-manager, or
 - you have other known PAM-based services installed that are not part of the default install, or
 - you have your debconf priority set to 'medium' or lower

If any of these conditions hold, we ask the question to avoid causing unexpected interruptions for services that aren't actually being upgraded.
