Please sync kvpnc 0.9.5-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
Ubuntu delta is karmic specific. lucid has pkg-kde-tools 0.6.4.

Note: kvpnc depends on pkg-kde-tools >= 0.6.5. We need to have it first.

          difference being the use of pkg-kde-tools 0.6.4.
