admindb interface applies action to not yet seen messages from user.

If the moderator has retrieved the admindb overview page and another message arrives and is held from a user who already has one or more held messages displayed on the page, and the moderator applies an action or the default "discard all messages marked Defer" to that user's messages, the same action will be applied to the newly arrived message even though it wasn't displayed.
