apt can't load packages outside proxy

Binary package hint: apt

I have recently installed Karmic on my Acer Aspire d250. I use a proxy at home, but not everywhere else. I used it at work, expecting to be able to download some packages for it, but it only gave this repeating error message when I went to reload my package lists:

W: Failed to fetch http://us.archive.ubuntu.com/ubuntu/dists/karmic-proposed/main/binary-i386/Packages.gz Cannot initiate the connection to 808:80 (0.0.3.40). - connect (22: Invalid argument)

It says it over and over again, but it's only when I don't use a proxy. Then when I am using my proxy, when I reload package lists, it gives me:

W: Failed to fetch http://us.archive.ubuntu.com/ubuntu/dists/karmic-updates/multiverse/binary-i386/Packages.gz Bad header line

And when I try to install packages, it says:

Reading package lists... Done
Building dependency tree
Reading state information... Done
E: Couldn't find package python-xlib

No matter what package I tell it to get. This is a bad problem.

(Oh, and Ubuntu Software Center just says "This package is not in the current data" no matter what package I choose)

Can you attach the following files to this bug: /etc/apt/sources.list and /etc/apt/apt.conf.d/01proxy
