Whilst helping someone with 'main' ubuntu 10.04, I managed to delete my entire top-bar. On the alpha testing forum it was suggested that I run
gconftool --recursive-unset /apps/panel && killall gnome-panel
This not only recovered my task-bar, but also got rid of the failing disk icon. So, I guess it can be marked as fixed.
on lubuntu the problem has also gone.
