'Always on top' doesn't work always

Bug Description

Binary package hint: gnubiff

gnubiff forgets to be 'always on top' and 'always on visible workspace', the next time it's starts.

Steps to reproduce:
1) Start gnubiff
2) Configure mailbox information (optional step)
3) Right click on app icon in panel and choose 'always on top' and 'always on visible workspace'
4) Restart gnubiff
5) gnubiff is no longer 'always on top'
6) gnubiff is also no longer 'always on visible workspace'.

If this is the expected behaviour of apps (ie 'always on ...' need to be set always), then can this be persisted into application (via specific property/.rc files)?

If step 3 is changed to -
4.a) Minimise gnubiff (left-click on the app icon in the panel). Now right click will show the set properties.
4.b) Try after a while (a minute or so - maybe related to the 'delay' in mailbox properties). The set properties are gone.

I have a Workaround.

You can set the sticky-mode in the expert preferences of gnubiff.

Just rightclick at the widget, go to "Preferences", then to "Expert". Activate "Edit options in expert mode" and set the value of the option "applet/applet_be_sticky" on "true".

Now it schold be always sticky (Always on visible workspace), also after a restart.

As you can see at the screenshot, there is also a expert option for keep above (always on top).
