When installing Xubuntu in latvian FF shorcuts changed different then default

5 Days ago i downloaded and installed Xubuntu 9.10 on 4pcs and 1laptop.
English on 1
Latvian on 2
Russian on 2
Thouse who have Latvian Xubuntu in FF all is latvian thats good but how language can affect shortcuts i cant understand. When clicked ctrl+shift+t witch by default reopens closed tab instead bookmarks opens.
It should be as default- opening closed tab.

Thouse who have russian have default location bar search engine yandex.ru and that is very bad showing not used to results and also mostly for russia.
This is ment couse only people in russia use russian language? No also in other countries russian speaking people are and they want search in language of country they are in. So in this situation latvian google would be the best result.
