Although I was unable to reproduce this, Carlos took a look and said this is
most likely a race condition.
<carlos> from what I see on staging, seems to be a race condition
<carlos> because there is already a POMsgSet with an ID '71252401'
<carlos> so it's created around the same time we got that OOPS
<carlos> the new one that fails has the ID: 71252406

This is obsolete after DB refactoring. If it reappears, it will have entirely different traceback.
