Thanks for reporting this issue. Unfortunately it is not exactly clear what is actually happening so it would be great If you could upgrade the ubuntuone client to the latest version and disable bandwidth throttling in UbuntuOne client preferences (bug 455544) or set up non -1 and non-zero value for upload and download rates.
