Notification Area Applet fills up with nothing

Bug Description
Binary package hint: gnome-panel
The Notification Area Applet will fill up with blank space. If i kill the Notification Area Applet process and restart the process then the Notification Area Applet looks like it should. It also flickers the power management applet icon on and off.
