nautilus-sidepane not working on file-level

According to this:

it should be possible adding notes to a file using the sidepane.
When i try this the note is added to the directory the file belongs to, not to the file.
Steps to reproduce:
1. Open nautilus
2. Browse to a directory and select a file using the mouse
3. Be sure the sidepanel is visible (using {F9} or view > sidepanel
4. In the sidepanel, select notes
5. Add some text.
result:
note is added to the directory
expected result:
note is added to the file

Question:
did i do something wrong, or is this a bug
