Preferences should be in the view_manager

Bug Description

The preferences window should be handled in the view-manager, not in the taskbrowser (as this window might be called without the browser running).

To solve this bug:

1) Preferences should be in its own glade file, not in the browser anymore.

2) the window should be built in the manager and passed to the browser as an argument (or a show_preferences( ) method)

This is the gtg-refactor branch who will be merged after 0.2.2 release.

Fixed in rev. 662.

Sorry Paul, I realized that I had to do that first because everything else was broken so I did that very quickly and roughly. It might benefit from some better thinking and some refactorisation.
