bug search field disappears when all bugs maked as Fixed/Invalid/Wontfix

Bug Description

Hello,
if all bugs in a project are marked as Fix committed/Invalid/Won't fix, then the project bug page defaults to an empty page, telling "There are currently no bugs filed against $Project. Report a bug."
Such a page hasn't the link to search for a bug, as it's identical to the page of a clean new project.

An example of that is visible in the screenshot attached. The project in the screenshot (https://bugs.edge.launchpad.net/google-docs-fs) has a bug marked as invalid https://bugs.edge.launchpad.net/google-docs-fs/+bug/528291, which is impossible to reach without writing the correct "search" url (or, at least, I don't see an easy way to reach it).
