Weather painter crashes when offline

Bug Description

Steps to reproduce:
1. Disconnect from the internet (you may also have to log out and back in, so that the docklet doesn't have any data available)
2. Click on the weather docklet to start the painter
3. Click on the arrows a few times.

The weather docklet crashes. It should be able to handle not having information available to it.

Oops, that's a no-brainer on my part.

Here you go. The 3 fatal errors happen when I click on the weather docklet to start the painter, and the crash happens when I click the right arrow on the weather painter. This crash happens every time.
