No Index file in /i18n

debmirror expects an Index file such as http://ftp.de.debian.org/debian/dists/unstable/main/i18n/Index to mirror Translation-* files, but Soyuz doesn't generate one.

It would be nice to get one, it would also allow verifying checksums of the Translation files.

Note that the Index file in question is in the (signed) Release file in Debian archives, so this would be nice to provide a trust path.

The only information that is stored in this file is text so this is not terrible urgent.

but debmirror can`t found any Translation-* files without Index file!
