[lucid regression] UPS icon appears/disappears; shows no data

This is a regression in lucid in the last few days:

I have an APC UPS connected to my Lucid desktop machine by usb, with apcupsd and upowerd running.

Until a couple of days ago, I got a battery+ac icon on my gnome panel, with a menu that let me find out it was fully charged etc.

Today, the icon appears and disappears about every minute. When it is there, it has a menu with no items.

% upower --monitor-detail

shows nothing, and there is nothing in the apcupsd event log.

My icon never appears -- it looks just like a "terminal icon" and there is no pulldown menu.

(My volume control icon has a similar problem in that it also has the "terminal icon".)

If I run gnome-power-manager as root, the icon appears, but the pulldown still does not work. And the icon eventually disappears.

I did an strace on gnome-power-manager, but didn't see anything obvious (I tried moving my ".gtkrc-2.0" out of the way but it didn't help) that could be causing the problem.

I can confirm it on a Lucid laptop. It worked before, but now the icon just disappears and appears.
After upgrading to 2.29.2-0ubuntu9, the pulldown-menu with battery statuses (laptop battery & wireless logitech mouse) is working. The icon still blinks and appears in different parts of systray.

The 2.29.2-0ubuntu9 version of gnome-power-manager seems to work slightly better. The icon doesn't appear as a filling/emptying battery, but the pull-down menu seems to work again.
