there is wrong character in default kazakh layout

Bug Description
hello people.
i am a active kazakh translater of ubuntu project. when i am making translation in the launchpad.net at first time i don't see it. but some time ago i see that one of character another of most using in kazakh computer and real writing. this character is
quotation mark. in default kazakh layout it another from real used quotation mark in kazakh (for example, in two additional layout it's normal).
now it - „
it have to be - "
it's easy repair by editing file - /usr/share/
i change
key <AE01> { [ doublelowquotemark, exclam ] };
to
key <AE01> { [ quotedbl, exclam ] };
and it goes to good.
(!) for the information
in windows os it's - " in this layout. it will good if it repaired in 10.04 (cause it LTS release)
but it only in X, but not in console.
i am using:
ubuntu 9.10 amd64 (with last daily updates)
it is same in my work-pc on my work-office there i am using
ubuntu 9.10 i386 (with last daily updates)
it was in
ubuntu 9.04 i386/amd64 (with last daily updates)
