there is wrong character in default kazakh layout

hello people.

i am a active kazakh translater of ubuntu project. when i am making translation in the launchpad.net at first time i don't see it. but some time ago i see that one of character another of most using in kazakh computer and real writing. this character is
quotation mark. in default kazakh layout it another from real used quotation mark in kazakh (for example, in two additional layout it's normal).
now it - „
it have to be - "

it's easy repair by editing file - /usr/share/X11/xkb/symbols/kz
i change
key <AE01> { [ doublelowquotemark, exclam ] };
to
key <AE01> { [ quotedbl, exclam ] };
and it goes to good.

(!) for the information
in windows os it's - " in this layout. it will good if it repaired in 10.04 (cause it LTS release)

but it only in X, but not in console.

i am using:
ubuntu 9.10 amd64 (with last daily updates)
it is same in my work-pc on my work-office there i am using
ubuntu 9.10 i386 (with last daily updates)
it was in
ubuntu 9.04 i386/amd64 (with last daily updates)

at first i am don't understand how to find file's package. now using https://wiki.ubuntu.com/Bugs/FindRightPackage i am found that my bug's (changing file) package is <b>xkb-data</b>

The Ubuntu archive admins rejected the patch from being included in Ubuntu because they felt the patch wasn't quite right. So that means this needs to get taken upstream first.

While this is certainly a legitimate issue, it's not severe enough to fix post-release, especially if it poses risk of introducing a regression against other users. So I'm wontfixing the Lucid task - but leaving it open as a normal bug.

Thanks for the report.

The quotation character is something that people in a country use official in the documents, etc.
Therefore, to have this changed, the typically thing to do is find some official reference that shows the expected quotation marks for Kazakh are different.

You may contact the author for the Kazakh locale for help on this issue,
http://sourceware.org/git/?p=glibc.git;a=blob;f=localedata/locales/kk_KZ;hb=HEAD

Once you have information for the official quotation character, then you can submit a change for the 'kk' keyboard layout at the 'xkeyboard-config' project.

We're closing this bug since it is has been some time with no response from the original reporter. However, if the issue still exists please feel free to reopen with the requested information. Also, if you could, please test against the latest development version of Ubuntu, since this confirms the bug is one we may be able to pass upstream for help.
