Deletion of institution error

Bug Description

When deleting an institution the following message comes up and the institute id not deleted.

MyPortfolio: Site unavailable
A nonrecoverable error occured. This probably means you have encountered a bug in the system

I removed all users from the institution before trying to delete.

This problem was caused by a single user that was still using the institution's authinstance even after being removed from the institution. It is easily fixed by manually changing the user's authentication method to something else, "Internal (no institution)" for example.

There is likely a bug somewhere that caused this to occur, but for now detecting the problem and displaying a helpful error should suffice. Since there is an easy manual fix, this is relatively low importance.

Looks like I've got problems with the same bug (http://mahara.org/interaction/forum/topic.php?id=1965)
As I wasn't able to delete an institution I decided to suspend it. This leads to another problem for users who are still using the institutions' authinstance: When they login they get an error message stating that their institution has been suspended and they can no longer access Mahara. After receiving this message they can however continue to use Mahara (editing Profiles, Views, etc.)

At the very least, we should have a nice error message that says something like "can't delete institution; a user is still using it"
