Clicking on the "plus" for adding milestones goes to a new page

Bug Description
The bugtask table has two links for adding a milestone: one of them goes to a new page, another does an AJAX popup. The one that goes to the new page is the "plus" icon right next to the link that does an AJAX popup. This is really confusing.
The plus icon should behave in exactly the same way as the text link.
