Translations table should contain a "missing translations without suggestions" column

Launchpad/Translation currently lists untranslated percentages of packages. When clicking on packages in need of translations, almost every time they're all filled with suggestions - only waiting to be 1) reviewed and 2) commited.

However, there's no way to find packages with *really untranslated* messages, where not even a suggestion is available. I'd propose a (sortable!) column in the translation overview of a project to list "untranslated" and "untranslated with suggestions" values.
(Isn't the latter the same as the "need review" column?)

This is similar to bug 102943. But it's really just a symptom of a different problem: when this happens, it means that translation review isn't keeping up with the suggestions. In those situations there isn't much point in adding even more suggestions that nobody is reviewing.

So instead of translating, consider talking to the translation team, whose job it is to review those suggestions. Point them to the unreviewed translations. It may be just a case of poor communication in dividing up the work, or they may need your help.

I think I disagree on this one.

I think this is in fact a valid use case in translation, which I believe not to be a symptom of a non-active translation team. Different teams/translators have got different workflows, but here is one that I see quite often and I believe justifies the validity of this bug:

* A translator wants to finish a translation completely before asking for review.
** Very often, you cannot finish a translation all at once, so at some point you'll have to go and do something else and come back to Launchpad after a few hours or days.
** Some translators do not want to keep asking for review every time they translate a bunch of strings and generate unnecessary traffic on the mailing list, so they simply go on translating whenever they've got time
** Now, when they come back to do their template, they have to browse the whole list of suggestions they've already translated to get to the untranslated ones.

This is definitely the case in our team with the app-install-data translations, which is a huge one. The two translators working on it do in fact tell us when they've finished a bunch of strings, but in recent times we haven't been able to keep up with reviewing the suggestions. So at the moment, on that particular one we've got ~600 strings to review and ~400 to translate without suggestions, which causes them -when using the "items with new suggestions" filter- to have to browse through the ~600 suggestions to get to the ~400 they're interested in the next time they want to translate. (I know they can skip them clicking on a page link, but that does not help when the untranslated strings are mixed in between).

Ah... this bug is about adding the „untranslated without suggestions” in the „Translatable templates” table (ie https://translations.edge.launchpad.net/ubuntu/lucid/+lang/ro)

It is still a duplicate. FWIW, I agree with the bug, and a column will be added as soon as a filter is (as part of bug 102943).
