This bug was fixed in the package cloud-init - 0.5.7-0ubuntu2

---------------
cloud-init (0.5.7-0ubuntu2) lucid; urgency=low

  * fix packaging but that put the message-of-the-day hook file
into a subdir of etc/update-motd.d, remove old file (LP: #524999)
