[Gtk UI] Keyboard setting preview is not working when using german installer

When choosing german as language for the installer, navigating to the keyboard settings dialog and switch to different layouts, this switching has no effect in the "test keyboard layout" field, see the attached screencast for an example.

This bug is not reproducible when switching the language back to english

I can reproduce this with the current lucid-desktop-i386.iso, using Lithuanian. The selected keyboard layout works fine in subsequent pages, but the keyboard test area always uses US English.

I can reproduce this with the current ubuntu-gnome utopic-desktop-amd64.iso, using Lithuanian. No matter what language or layout I select during installation, the test area always uses Lithuanian/Lithuanian.
