Files with '#' in name can't open in file browser

Bug Description

A file with a URL-escaped character such as "c#.txt" can't be opened in the file browser. Non-ASCII characters appear to be OK, oddly enough.

Actually it's just files with # in the name.

The error is just "File not found". Internally, it is cutting off everything after and including the '#'.
