update-manager should offer more suggestions out of situations where HD space is tight

Bug Description
Binary package hint: update-manager
Upon dist-upgrades a lot of HD space is needed in /var which is not always available. During day-to-day operations it's usually not necessary to have one or even several GB free in /var. When update-manager fails it could offer more helpful suggestions such as those from bug 152580 comment 8.
I've had a look around the code, but there seem to be several places where the program checks free space. My apologies I can't immediately provide a patch.
Next steps:
1) verify that Dir::Cache:
2) find the places in the code where this would present a remedy
3) prepare and attach patch here
