Bug Description
Add a sysconf option to enable/disable pycurl, instead of checking availability.

Beware that this patch imports pycurl from a method body and that can cause Smart to segfault as described in [#533805].
A workaround can be found here: lp:~dsmid/smart/pycurl-option
