Bug Description
I use Ubuntu with russian localization. Decimal separator is comma.
I see that in drawingtool.xml variable fill_color_alpha is saved with comma and after application restart is interpreted as 0.
Manual correction to value 0.99 cahnge value of opacity in editor, but after closing window it is again saved with comma

Confirmed. A bit weird that I can only reproduce this using Ubuntu 8.04.
