Rearrange menus

Bug Description

Currently, GTG has 4 menus: Tasks, Edit, View, PLugins, Help.

Recently, with the merge of the preference dialog, the Plugins menu has disappeared (maybe just temporarily), which makes me think: shouldn't re-think menus a little. There are some issues with the current configuration:

 - "Tasks" menu is inadequate for actions such "Quit"
 - "Tasks" menu action feel much more like the content of the "Edit" menu, since those actions are related to task edition
 - "Plugins" focus is too broad: plugins actions should be added to an adequate menu, or at least show under a "Tools" menu, which would feel more adequate than "plugins".

So I would suggest this:

 - Move task edition actions from "Tasks" menu in "Edit" menu
 - Rename "Tasks" menu in "File" (because it's the norm, although I would prefer something that makes more sense)
 - Provide a "Tools" menu to replace the "Plugins" menu

Regarding the "Tools" menu, I would suggest that as long as it doesn't sport always-enabled (i.e. non-plugins) tools, it should be hidden when it is empty.

Looking at the existing plugins as well as ones proposed in the bug tracker, they fall into three broad categories:

1. Import/Export
2. Integration with external services (RTM, Hamster, etc.)
3. Advanced gtg customizations

#1 kind of blurs into #2 at the edges, and #2 into #3, but this might be useful for deciding on categorization.

Do we still want to do this?

There's a reason why we don't have a "file" menu and I don't want to create one. I'm not convinced by the current proposition.

I mark this as wishlist and "new" since I don't believe there's any consensus on that right now.

(please reopen if it appears that I'm just missing the consensus here)

Why don't we just get rid of the menu and we use an icon (like chromium)? That way, we will just have a short list of possible actions, separated by well... gtk.Separators. we don't need to name them, and it's more compact.

Luca, that's a brilliant idea. I use Back In Time (http://backintime.le-web.org) which also has a similar layout.

If this idea is ok with everybody, we can switch back the bug to Confirmed and see how to do it.

Does it means that we have to rewrite existing plugins?
