KDE SystemSettings does not implement selected xscreensaver or its settings

Binary package hint: kdebase-runtime
I have tried repeatedly to select one of the screensavers from the xscreensaver package and to set a timeout to require a password for a resume
KDE SystemSettings does not implement any of these choices (although I am always careful to choose "Apply").
My favourite xscreensaver is "Clock." What is shown, is a random choice of a limited number of geometric screensavers. The password timeout is never enforced.
