Upstart does not start getty or report runlevel

Bug Description

Binary package hint: upstart

Kubuntu 9.10 Karmic 64 bit fully updated.

I just recently noticed I could no longer ctrl+alt+F1-6 to get to a TTY. After receiving some help on #ubuntu one of the tests was to run "runlevel" in cli. That command reported "unknown". Getty scripts or configurations appeared intact and normal. They could be started from cli but simply will not start on boot or reboot.

Whatever I can provide to add information to this bug report please let me know.. detailed instructions or a link would be most helpful.
