Long delay while Ground Control tries to figure out if you own the branch

Bug Description
In the "Select Branch" window, Ground Control takes upwards of 5 minutes to recognize that you own the branch (or are a member of the team that owns the branch) and present you with the "download my branch" radio button option.
There is no indication that the user should wait - no "please wait" or animations that it's still loading, and unless users knew otherwise, they would just continue by choosing either "View code only" or "Make local changes" which might not be in the best interest for the project or themselves.
