log in at console delayed

Bug Description
Binary package hint: update-manager
At the console, when logging in.
I enter the user name and password.
There is a delay of about 1 minute before the user arrives at the command line.
Here is an excerpt of what ps shows for the tty where the user is logging in.

Later, after a while and multiple log ins, loggin in no longer encounters this delay.
