unit tests fail: "Undefined offset: 4"

With the current bzr branch; i get a unit test failure:
$ bzr branch lp:php-gettext
$ cd php-gettext
$ phpunit tests/LocalesTest.php
1) LocaleTest::test_get_list_of_locales
Undefined offset: 4

This only happens when E_NOTICEs are activated, but every developer should have those on.
