Bug Description

I have Ubuntu 9.10 (with all available updates installed) on an ASUS eeePC 1005HA netbook. Its display is rather small (10", resolution is 1024x600), smaller than many applications' windows are. When app window is too large to fit the screen, the following problem occurs: when I click on any control inside the window, the window itself "jumps" up/down (if height is too big) or left/right (if width is too big). I cannot drag the window: clicking its header just causes that "jumping", maximize/minimize/close buttons do not work as well.
This bug is extremly annoying and makes many GUI applications unusable.

Steps to reproduce:
1. Install Ubuntu 9.10 on a computer with a small display (like eeePC 1005HA)
2. Install application with a large main window (verified, e.g., on Eric and QtCreator)
3. Verify that part of the application window is outside the screen
4. Try dragging the window or clicking its controls to see it "jumping"

Imporant notw (just noticed): bug is reproduced only when window is maximized (so forget about dragging, it should not work on maximized windows... close/minimize should, however).

One more note: I suspect that bug occurs only when some sort of a minimum size is set for a window.
For example, I open QtCreator and press Alt+F7. This allows me dragging its window (at last :)) and changing its size. I'm able to reduce its width, but I can't reduce its height to fit the screen. When window is maximized, it just "jumps" up and down when I click anywhere inside it.
As for Eric, its main window's minimum width is too big for my screen, so its window "jumps" left and right when maximized.
