USA keyboard layout installed after each reboot

Bug Description

Binary package hint: gnome-control-center

After each reboot, the keyboard layout default is set to USA.
I have to delete this layout to enable my layout "Switzerland"

This looks like the same as bug 530999.

To make this report most useful for a developer to work on, it would help to work out exact steps to reproduce the problem, e.g. in a guest session.

You only need to configure a non-US keyboard and set it as default, as soon as you reboot, and login again to the profile, the keyboard layout is set to US again.

Even applying the non-US layout systemwide does not allow to bypass the bug

For my case (the same, but replacing USA->Switzerland layouts by USA with alt dead keys->USA with dead keys layouts (without alt)):

To reproduce the issue, you should install ubuntu with a default layout. Reboot. Change the default layout. Reboot. Look at the layout.
(i'm under lucid beta 1, so i think there is still an issue in Lucid).

where do you change those options exactly? on the login screen? or in the desktop keyboard configuration dialog?

I've tried:
- System->settings->keyboard
- Right click on Gnome applet
- gconf-editor
- Modifying configuration file in home directory (.gconf/desktop/gnome/peripherals/keyboard/kbd/%gconf.xml)

The two first are equal, the two last too.
On the two first, i changed the default flag in addition to delete the bad layout.

In all cases, it works for the session but disappear after each reboot, the old deleted layout has come back by default.

(on some advices, i've tried to dpkg-reconfigure console-setup without success)

I found a solution at http://ubuntuforums.org/showthread.php?t=1414858

It seems that Ubuntu lists both the configured keyboard, as well as the keyboard that was chosen in gdm.

How to solve:
Upon logon, in gdm (Login Screen), select the keyboard layout you wish to use and login.
If you use autologon (you do not see the login screen), do "System -> Log Out username..."; then the login screen should appear.

How to reproduce (untested):
Select a different layout in the logon screen. That one then cannot be removed outside of gdm.
