[karmic] boot continues before fsck.ext3 has finished causing checked partition to remain busy for a while

Bug Description

Binary package hint: e2fsprogs

Ever since I installed Karmic every now and then I have this partition that is unavailable (busy). By this I mean that it cannot be mounted and as such it is not mounted automatically using fstab. Manual mounting is also not possible. This has been discussed in detail on the Ubuntu forums already (see http://ubuntuforums.org/showthread.php?t=1377313).

The partition concerned (/dev/sdb5) is the only one that has a SEC_TYPE="ext2", while the rest only have a TYPE="ext3" (see blkid output below)

I did a clean install of Karmic, but most of the partitions date from Hardy. Only /dev/sda1 is spanking clean. As said, after booting, every now and then that particular partition would be unavailable. Initially I though that there was something wrong with my disk, until I noticed that after a while the partition became available again. Just now I saw that each time this happens it is being checked during boot time. A check of the running processes revealed that fsck.ext3 was still running, keeping the partition busy. Hence it could not be mounted, manually nor automatically. As soon as fsck has finished the partition becomes available again.
