Bug Description
Sometimes we have mirror admins who do not tick the "Apply to be an official mirror of this distribution" check box.
Mirrors which are not official_candidates or official should be marked as such with an IPrivacy layout on the web UI.

Hi Johnathan.
As I said on IRC yesterday, IPrivate means that the data is cannot be shared with the community and may contain informaiton that competators should not be able to learn.
This sounds a but like the Milestone.active property problem. "Active" really means "can bugs be targeted to the milestone". In this case mirrors that are not official_candidates or offcial need to explain what that means and provide an edit link to allow the owner to fix the issue.
So I would rename this bug to "Clear show which mirrors will not be verified"
