Spec +status should be folded into main spec page

Bug Description

People can see the number of estimated developer days for a spec only by visiting the spec's +status page, and this is possible only if they are a logged in as a Launchpad admin, or as the registrant/assignee/drafter/approver for the spec.

Instead, the number of developer days should be shown on the main spec page. +status should not be a separate page; instead, the fields should be editable if you are logged in with the relevant privileges.

At this stage the "developer days" tracking of Blueprint is vestigial, and the information there is not used in a rigorous enough fashion to warrant inclusion on the main page.

And as long as it isn't included on the main page, there will be no incentive for people to enter it. So that's a bit of a catch-22.

When we have a clearer idea about the project management features we
want Launchpad to export, then I'm happy to revisit this. Till then,
