Bug Description
In the main dialog box, the second button is "Restore Packages or Upgrades".
Should it be "Install updates/package upgrades"

I think 'Install updates/packages' comes closer to the purpose of apt-offline, which is to install updates/specific packages when you come back home from office/cafe. Since you didn't have the packages you're installing through it, 'restore' might give a different meaning
