docky should populate default apps from user's already defined preferences

Bug Description
This bug is a duplicate of #498672; however Robert being the nazi that he is, asked me to file a new one.
Since distros/users already have a system wide place to select some default preferred apps for the desktop we should read that and populate the default from there. The current system of the list is a reasonable fallback mechanism for apps that don't have a place in that application.
