show cumulative heat/affects for a tag

Bug Description
Some bug tags mark things that would be good to fix together, for example 'formatui' or 'dirstate' in bzr. It would be kind of cool if malone had a summary page listing for each tag
* total heat for all bugs
* total affected users for all bugs
* maybe a histogram of importance

I really like this idea. I think that if we come up with a good design we can make bug tags a lot more useful as a general thematic organization mechanism. I'm marking the bug INCOMPLETE for now, to indicate that it requires more discussion before it can be worked on.
