'upgrade this branch' is visible on branches that are 2a already.

Perhaps we should only really offer upgrades for branches that are old
in format? Though if we want to support upgrades to loom then that would
be reasonable.

Ah - well it was a freshly pushed branch, so I expect it will happen on
every newly pushed branch, till it gets scanned.
