MessageBoards access problems

Read and edit rights for messageboards not reflected exactly in +mb usage

r177 (maybe earlier versions also, untested)

Steps to reproduce
On a hub with a wide profiles set create messageboad (in GUI, as I done) with access to (f.e) "read" for all profiles and "edit" for a more restricted set of profiles. Create a test message in this board.
Try to use this board from account with RO-access.
Expected behavior:
* "+mb boards" will show board-name in output to you
* "+mb read <boardname> last" will show our test message

Obtained result
mb boards show empty list of Available boards, i.e "Available boards:"
mb read boardname last show last message (but name of board is insider's info in this case)

Profiles with RW access receive full information on mb boards

Also, +mb profiles Boardname shows ACLs different from defined in GUI - ALL profiles have access to edit, even if it was restricted in GUI (and correctly saved in mb-definition file)
