Bug Description
Lalita should provide two levels of help, a small one and a detailed one.
The "help" metacommand should answer the first line of the command's docstring (and should answer it to where it was asked from, even to the public channel).
And Lalita should have an "explanation" command that answers *privately* the whole docstring of the command.
