Binary package hint: gcalctool
The choice "show thousands delimiter" is not functional in Ubuntu 9.10 32 bit (gcalctool 5.28.2) with Czech language. With English language gcalctool works properly.

It isn't problem only for gcalctool. If you see "Language support", monetary example is bad too. It seems as system-wide issue, let us say locale issue.
Tested in Ubuntu 10.04 64bit.
