Bug Description
On some hardware the fastest scroll speed is not enough, need a configuration option to move the ticker by more pixels with each "tick"
Will implement as a user configurable option which defaults to 1 (the current value).

Added a new setting to the Xibo Options and hooked into the text/rss scrolling.
