Moving time forward triggers screensaver, and no way to select RTC/UTC

The Screensaver kicks in if you move the time forward. This would happen for instance for people upgrading from Windows to Ubuntu in time zones EAST of GMT.

During Ubuntu 6.10 installer, the zoom function of timezone selection is extremery slow. It takes ~15 seconds to zoom from world to Europe.

HP NX9420 laptop, 1600x1000 screen, but non-native resolution.

This should be selected automatically: UTC unless there is a Windows partition detected at install time.

How to check:

To check current settings for the hardware clock (RTC), do:

  egrep "UTC|LOCAL" /etc/adjtime /etc/default/rcS

/etc/adjtime should contain UTC if the hardware clock is set to UTC, and LOCAL otherwise.

/etc/default/rcS should contain UTC=yes if hardware clock is set to UTC, UTC=no otherwise.

How to manually ensure hardware clock is in UTC:

    sudo hwclock --utc --systohc
    sudo perl -p -i -e s/^UTC=no/UTC=yes/ /etc/default/rcS

I would allow a (sophisticated/advanced/whatever) user the option
(somehow) of having UTC in the RTC ("hardware clock" or "BIOS")
EVEN IF "there is a Windows partition" -- since if a user happens
to have his Windows time zone set to UTC/GMT (pure=Monrovia)
(as I do) it ought to be up to him or her. Ubuntu should not prevent
such a situation. Or force a user to delve into the system bowels.

Now I have to manually edit both /etc/adjtime and /etc/default/rcS
every time I install Ubuntu. A box I could check would be better.

I know that the timezone dialogue is attempting a point and click approach to simply the timezone selection. But, it is actually worse than the former method of selecting the timezone name from a drop-down list. For example, I happen to live in Dallas but I have to select Chicago (or trial and error several of the others in North America) to get CST/CDT in North America selected. I'd guess that people in other continents have similar issues.

If a point and click method is desired, I'd prefer to see something like the display at http://www.worldtimezone.com/ i.e. select a timezone band graphically. Personally, I'd be just as happy to key in my country and postal code and let Ubuntu figure my UT displacement using a table.

If someone is trying to also capture what locality people are living in, we could do that separately from timezone.

It is necessary to select by city because of varying daylight savings rules. The list of cities in the drop down list is the exact same list that was in the old drop down list, only broken up by region.
