Bandwidth limit don`t work for private network ips/trackers

Bug Description

I have torrent tracker in my campus network, and if i setup download limit for some torrent (example 3Mib), qbittorent ignore it and use full interface badtwith (10-12Mib). For external trackers all work fine.

I think this is probably a wanted behavior because users usually don't want to apply any limit (or at least not the same limit as for Internet connections) for LAN connections.

It is very useful to be able to turn off it.

It actually, because, on old computers (my Athlon XP 1800Mhz) it results to the load of processor on 99% and intensive hard disk usage, comfort work becomes impossible.

This is implemented in SVN (future v2.2.0). From advanced preferences, you can now disable this setting (Ignore transfer limits on local network). Thanks for the idea.
