easy requires debconf-utils

Bug Description

I saw an error where sh couldn't find debconf-get-selections.
Adding the debconf-utils package made it go away.
easy should add it if it needs it.

 what version of ubuntu, and what DE are you running?
Easyubuntu should not need debconf-utils at all.

Fixed in 3.021 (now available on website, also in svn). debconf-utils is not needed now. Thanks for reportinf error!
