Login screen is presented before fsck completes

Binary package hint: xsplash
I booted this morning and experienced various errors which suggested a broken partition. Typing "mount" into a terminal alleged that /dev/sdb6 was not mounted at /pub:
# mount /pub
mount: /dev/sdb6 already mounted or /pub busy
Some Googling suggested this:
# fuser -m /dev/sdb6
921
which led to this:
# ps aux | grep 921
root 921 6.3 2.6 71164 55448 ? D 10:02 0:37 fsck.ext3 -a -C10 /dev/sdb6
In other words, the file check for this partition was still occurring by the time I'd logged in and attempted to access those files.
The partition does eventually mount after the process completes, but what if other elements of the startup process rely on files stored on this partition (which in my case, they do)?
