Binary package hint: quilt
it seems 'remove' operation was removed in 0.48 version of quilt. but it was then reinstated via this patch

lucid is missing the above patch.
This is using 0.48-4ubuntu1 on lucid.

This was readded upstream on Thu Sep 17 22:11:54 CEST 2009 (according to their changelog), released as 0.60 and this made its way into debian and ubuntu a while ago.
This bug can thus be closed.
